POSITION DESCRIPTION SUMMARY
The Assistant Program Safety Manager III works with contractors, LAWA inspection, the Project Management Team, and others to ensure assigned projects are implementing effective safety programs and meeting the requirements of the contract documents with regards to safety and security requirements. The Assistant Program Safety Manager III may be assigned to assist the Program Safety Manager in managing the Safety Team and the Safety Program as directed by the Program Safety Manager.
ESSENTIAL JOB DUTIES:
Supervise Project Safety Managers (PSMs):
- Apply supervisory principles to build and maintain an effective safety workforce.
- Monitor, coordinate, and oversee daily activities of PSMs.
- Ensure consistent application of LAWA Construction Safety and Security Program Requirements (CSPR) and related safety and security regulations across the program.
- Evaluate workloads and assignments, making adjustments in consultation with the Program Safety Manager.
- Review and provide feedback on weekly safety reports, incident log entries, and project monthly metrics.
- Conduct recurring site walks with PSMs.
- Review PSM safety observations and Task Hazard Analyses (THAs).
- Provide regular performance evaluations of PSMs.
Participate in Program Safety Councils:
- Serve as a member and/or co-chair of the Airport Development Group Construction Safety Advisory Council.
Coordinate with Project Stakeholders:
- Collaborate with PSMs, Contractor Safety Teams, LAWA Inspection Teams, and Project Management Teams to ensure assigned projects maintain effective safety programs.
Project Safety Oversight:
- May be assigned direct responsibility as the Project Safety Manager for specific construction sites.
Facilitate Consistent Application of Safety Standards:
- Meet regularly with LAWA Inspection teams to ensure consistent application of LAWA CSPR requirements.
Safety Plan Review and Field Verification:
- Review written safety plans and verify compliance and field performance on an ongoing basis to assess program effectiveness.
Ensure Documentation and Compliance:
- Support and ensure that PSMs assist the Project/Construction Managers in verifying contractor compliance with all documentation requirements, including:
- Weekly toolbox talks
- New employee safety orientations
- Daily safety inspection reports
- Accident/incident investigation reports
- Documentation of competent/authorized persons, including training records and Job Hazard Analyses (JHAs)
Meetings
- Attend Project Progress and Project Safety Committee meetings as directed by the Program Safety Manager to monitor the ongoing safety effort of the Construction Manager and contractor
- Attend and participate in the Monthly All-Hands Safety Meeting to discuss general program safety concerns and successes as well as present updates and information on safety regulations.
HARDWARE/SOFTWARE KNOWLEDGE:
- Effectively use Microsoft Office Suite and Adobe Acrobat Pro software.
- Large-scale construction management software such as Prolog, VEO, Procore, PMWeb, and other computer
- software and applications as needed.
- Create PowerPoint presentations.
EDUCATION/TRAINING:
- High school diploma (or equivalent).
- The Assistant Safety Manager III must at a minimum have an active Board of Certified Safety Professionals (BCSP) Associate Safety Professional (ASP), a CSP, a Certified Industrial Hygienist.
PROFESSIONAL EXPERIENCE LEVEL/OTHER QUALIFICATIONS:
- Five years of experience providing safety oversight on vertical, tunnel or heavy civil construction type projects.
- Supervisory experience of other safety professionals
- Ability to multi-task and prioritize competing responsibilities
- Excellent verbal and written communication skills (Bi-lingual a plus)
- Solid people skills with professional demeanor
- Demonstrated ability to effectively communicate safety policies and practices
- Must have analytical reasoning and problem-solving capabilities
- Must be able to write reports based on safety observations, incorporate photos, and distribute
- Balanced approach to technical, business and people aspects of business
ELEMENT SPECIFIC REQUIREMENTS:
- May assume other duties as required/needed
- May be required to work past regular work shift and to come in on a regular day off and during regular off hours.
- May be required to start a regular shift at any time of day or night
- May be required to start a regular work week any day of the week
- Will be required to conduct Cal OSHA training to LAWA staff and others—Cal OSHA authorized instructor within 6 months of hire.
- May be required to provide CPR/1st Aid Training
- Will be required to pass the federal background check and obtain a LAWA Badge with RACCI, Customs, and Driver icons
- Will be required a vehicle that can access the AOA.
KEY PERFORMANCE INDICATORS:
- Project walks with PSMs, inspection, and others per week
- Quality of PSM Weekly Safety Reports, Observations, submittal reviews and or feedback provided
- Engagement (monitor and feedback) with staff—PSMs and inspection.
- Coaching and training of staff—PSMs and inspection.
- Continuing education/training completed
- Timeliness in reviewing PSM reports
- Engagement with project team
- Regular and recurring communication
- Effectively addressing safety concerns
- Escalating concerns as necessary
